RULES

 RULE 1 – Title of The Society

The title of the Society shall be ‘The Surrey Golf Captains’. The Society is a not for profit organisation.

 RULE 2 – Eligibility for Membership

The Surrey Golf Captains shall comprise Playing and Non-Playing Members. Membership shall be restricted to male Captains and male Past Captains of Golf Clubs which, in the opinion of the Committee, have and continue to have substantially the following characteristics:

(a) The Club is affiliated to the Surrey County Golf Union and the Club abides by its rules.

(b) The Club has been established for not less than three years as a Golf Club based in the

     County of Surrey.

(c) The Members of the Club control the eligibility and election of persons to be elected

      Officers and Members of the golfing Committee of the Club.

      Members guests enjoy a reduced green fee.

(d) Individual membership is the principal category of membership of the Club.

 Any qualified person may be nominated for Society membership by any two existing Members, other than Officers and Members of the Society Committee. The election to membership of persons so nominated shall, however, be at the discretion of the Committee, which shall have the power to waive one or more of the characteristics set out in (a) to (d) above in cases which seem to it appropriate.

The Committee may at any time set a limit to both the number of Clubs from which Captains and Past Captains are eligible for nomination for membership of the Society and the number of Playing Members.

 In these Rules ‘Committee’ shall also mean Council or Board.

 RULE 3 – Objects of The Surrey Golf Captains

The objects shall be:

(a) To organise competitions and matches for the Members.

(b) To keep records of all Members competitions and matches and to arrange for safe

      custody of the Challenge Trophies.

(c) To arrange an Annual Dinner for the Members and to do any or all such things as

      should, in the opinion of the Committee, be done in the interests of Surrey golf clubs

      and the game of golf.

 RULE 4 – Annual Events

The Annual General Meeting and the Annual Dinner of the Surrey Golf Captains shall be held on dates to be decided by the Committee.

 RULE 5 – Committee Membership

The Annual General Meeting shall appoint from Members a Committee of nine of whom three shall retire annually by rotation, but such retiring Members shall be eligible for re-election. Any vacancy occurring on the Committee may be filled temporarily by the Committee. Such co-opted Member(s) shall serve until the next Annual General Meeting.

 RULE 6 – President and Vice Presidents

The Annual General Meeting shall elect a President for the ensuing year, and may elect Life Vice Presidents. The President shall be an ex-officio Member of the Committee and shall not hold office for more than three consecutive years.

 RULE 7 – Management of The Society

The general management of the Society shall be vested in the Committee, five of whom will form a quorum. The Committee may nominate persons as required to organise the Annual Dinner, Fixtures, Matches and Meetings.

 RULE 8 – Appointment of Officers 

The Committee shall appoint annually a Captain who shall also be Chairman of the Surrey Golf Captains and the Committee. It will also appoint a Vice Captain, a Secretary and a Treasurer. These Officers, together with the immediate Past Captain, shall be ex-officio Members of the Committee.

 RULE 9 – Accounts Examiner

The Annual General Meeting shall appoint an Accounts Examiner who shall carry out an examination of the accounts of the Surrey Golf Captains after which copies shall be available to any Member.

 RULE 10 – Entrance fees & subscriptions

The entrance fees and annual subscriptions for Playing and Non-Playing Members shall be decided by the Committee and reported at each Annual General Meeting.

Annual subscriptions shall be payable on each 1st October by Banker’s Order.

 RULE 11 – Rule changes, AGMs & EGMs

Proposals to change or amend these Rules must be given by notice to the Secretary at least twenty eight days before the date of the Annual General Meeting. A change would be approved if carried by a majority of two-thirds of the Members present and voting at the Annual General Meeting or at an Extraordinary General Meeting called for that purpose.

 RULE 12 – The Society Tie

The Society’s Tie has been registered and is available only to Members.

Playing Rules

1. The Committee, or its appointees, is charged with arranging golfing activities for the Members of The Surrey Golf Captains.
Events shall be open to all Members irrespective of ability or age.
Exception: The Seniors Meeting and The John Thornhill Tankard (age limit applies).

2. All fully subscribed playing members of The Surrey Golf Captains may apply to enter any meeting, match or the away tour.
The Committee does not wish to create “Society Style Handicaps” and therefore asks that all participating Members play off official competitive CONGU handicaps. Where this is not feasible and would preclude a Member from playing, that player should suggest a realistic playing handicap which shall be set so as not to bring either himself or The Surrey Golf Captains into disrepute.
This shall not prevent the organisers of the Away Tour from adjusting playing handicaps from day to day in line with performances.

3. Members, or Persons invited by the Captain as a non paying guest to attend and play in any meeting, will not be eligible to win a trophy or prize.
The Captain and President cannot win their own day, but can win each other’s.

4. Where meetings are over subscribed there will be a ballot.
Unsuccessful members will be given priority for the next meeting they enter in the same playing year.
In the case of the Turkey Trot, this will be extended to the following year.

5. Rules of Golf as laid down by the R & A and any local rule shall apply to all events.
